BRIAN WERFEL, Esq.
Brian S. Werfel, Esq. is a New York-based attorney with 20 years of experience representing the EMS industry, with a focus on reimbursement, compliance, and general business matters. A recognized expert on Medicare’s coverage of EMS services, Brian has represented numerous ambulance services in federal healthcare program audits, state licensing, and other EMS-related matters.
Brian has been the Medicare Consultant to the American Ambulance Association since 2005. He is the author of the AAA’s annual Medicare Reference Manual, the AAA’s HIPAA Compliance Manual, and the co-author of the AAA’s Compliance and Documentation Manuals. He is also a frequent lecturer at national and state EMS conferences. Brian is admitted to practice in the State of New York and the federal courts for the Eastern District of New York. Brian is a graduate of the University of Pennsylvania (1997) and the Columbia School of Law (2000).
SCOTT MOORE, Esq.
Scott A. Moore, Esq. has been in the emergency medical services field for over 32 years. Scott has held various executive positions at several ambulance services in Massachusetts. Scott is a licensed attorney, specializing in Human Resources, employment and labor law, employee benefits, ambulance service reimbursement, and corporate compliance matters. Scott is the Human Resources & Operational Consultant to the American Ambulance Association (AAA) and frequently lectures at EMS conferences. In addition, Scott created Newton 360, a performance feedback and operational efficiency mobile platform designed specifically for EMS agencies.
Scott is a licensed attorney and is admitted to practice in the Commonwealth of Massachusetts, the State of Illinois, the State of Texas, and the United States District Court for the District of Massachusetts. In addition, Scott holds certifications as a Professional in Human Resources (PHR), Society for Human Resources Certified Professional (SHRM-CP), and Certified Ambulance Compliance Officer (CACO). Scott has been a Site Reviewer for the Commission on the Accreditation of Ambulance Services (CAAS) for many years and currently serves on the CAAS Panel of Commissioners. In addition, Scott is currently serving on the Board of Directors for The Savvik Foundation, The Code Green Campaign, and the Employers Against Domestic Violence.
Scott earned his bachelor’s degree in Psychology from Salem State College and his Juris Doctor from Suffolk University Law School. Scott maintains his EMT and is still affiliated with the Fire Department in his hometown. Scott is a member of the National Association of Emergency Medical Technicians, the National EMS Management Association, the International Association of EMS Chiefs, the American Bar Association, the Massachusetts Bar Association, the Illinois State Bar Association, the Society for Human Resource Management, and the Northeast Human Resource Association.
CHRISTOPHER KELLY, Esq.
Christopher Kelly has more than 25 years of experience focused on the mobile healthcare industry, including EMS and ambulance service, mobile integrated healthcare and community paramedicine, non-emergent medical transportation, and the billing and software companies that support these industries. He writes regularly for EMS World and sits on the magazine’s editorial advisory board. He has co-authored two guides on HIPAA for EMS and ambulance services. He has been an adjunct instructor for Virginia College, teaching Legal Aspects of Healthcare Administration and Health Law & Ethics.
Chris has represented many ambulance services in Medicare audits and formal investigations, state licensing issues, contracting issues, overpayment appeals, and other EMS-related matters, winning several cases that have had a major impact on ambulance reimbursement in the U.S. He is also a contributor to various mobile healthcare publications, authoring dozens of articles over the span of his career, and is a frequent lecturer at state and national EMS conferences. Chris is a past member of the Board of Directors for the Non-Emergency Medical Transport Accreditation Commission (NEMTAC) and a current Board of Directors member for the National Association of Mobile Integrated Healthcare Providers (NAMIHP). Chris is admitted to practice law in the state of Tennessee (federal and state courts) and the 5th, 6th, and 11th U.S. Circuit Courts of Appeal.
DANIEL PEDERSEN, Esq.
Dan is a Pennsylvania-based attorney who has nearly 25 years of experience in health-care law, the majority of which involves representing the EMS industry. Dan’s areas of practice largely focus on Medicare and other insurance programs’ reimbursement rules, Federal law and regulatory compliance, and HIPAA.
Over the course of his career, Dan has saved dozens of clients millions of dollars by successfully pursuing appeals from post-payment audits. He also has experience in assisting clients with OIG-related matters, including government-initiated investigations, performing proactive documentation and coding audits, and navigating clients through the OIG self-disclosure and refund protocol.
Dan is also a frequent conference presenter and contributor to EMS publications.
ADAM PARKER, Esq.
Adam has been in the emergency medical services field for over 20 years as a paramedic, educator, and manager. He has extensive experience in ground and air ambulance operations as well as mobile integrated healthcare. He is a former board member of the North Dakota EMS Association and the Association of Critical Care Transport. He is currently the chairman of the North Dakota EMS Advisory Council and co-chair of the North Dakota EMS Association’s government affairs committee.
Adam holds several professional credentials including, Certified Ambulance Compliance Officer and Certified Ambulance Privacy Officer, Certified Medical Transport Executive, and he is a Fellow of the American College of Paramedic Executives.
Adam holds a Bachelor’s degree in Emergency Health Science from the University of Texas, a Master’s in Business Administration from the University of Mary, and a Juris Doctor from Mitchell Hamline School of Law. He is licensed to practice law in North Dakota.

Anna Williams serves as the Chief Executive Assistant at WMK Law Group. With 5+ years of experience in the administrative field and 10+ years in healthcare, including experience as a Surgical Technologist, Personal Fitness Trainer, and Emergency Medical Technician, she brings a diverse skill set that allows her to support a wide range of tasks and inquiries in this area.
After stepping back from clinical work to focus on her family and support her husband’s active-duty military career, Anna transitioned into executive support, where she thrives in a remote environment. At WMK Law Group, she manages client onboarding, newsletters and client advisories, scheduling, research, reports, travel arrangements, and other critical administrative responsibilities. DELESIA KELLY
Administrative Assistant
DeLesia got her first law office experience at the firm of Garrett & Ray in West Plains, Missouri, in 1994, where she spent over four years as a legal assistant.
After leaving the law firm in 1998, DeLesia began her healthcare experience at Ozark Medical Center where she accepted a position as Administrative Assistant to the CEO. In this role she sat on the Joint Commission and Safety Committees at the hospital. She was also responsible for maintaining the policy and procedure manuals for her department of the hospital system.
After her time at OMC, DeLesia went to work with Air Evac Lifeteam. At Air Evac she worked as a liaison between helicopter, ground ambulance and 911 Dispatch, and she marketed the Early Activation Program which saved lives by preserving the “golden hour” and getting aircraft enroute in a timely manner.
Her time with Air Evac led to job opportunities in the EMS billing and software vendor space, where she became familiar with both billing processes and various ecpr and billing software platforms over the next 10 years.
DeLesia now has the opportunity to bring her law firm and healthcare experience together into one operation with WMK Law Group, where she serves as the firm’s Administrative Assistant.
